MOOWR Scheme Consultant in Bengaluru

Bengaluru hosts India's most concentrated aerospace, defence, EV and high-end electronics manufacturing — Boeing, Airbus, Ola Electric, Ather, Foxconn and dozens of HAL-supplier MSMEs. MOOWR is increasingly the default Customs scheme for this cluster.

Customs jurisdiction

Bengaluru Customs Commissionerate (Air Cargo Complex, Whitefield ICD)

Industry clusters
  • Aerospace and defence components (Devanahalli, Whitefield)
  • EV cells, battery packs and powertrains (Bommasandra, Hosur)
  • Electronics and semiconductors (Whitefield, Electronic City)
  • Industrial machinery and machine tools (Peenya, Yelahanka)
Ports & ICDs
  • Bengaluru International Airport (BLR) — air cargo for high-value imports
  • ICD Whitefield, ICD Hassan — inland container depots
  • Gateway sea port: Chennai / Kattupalli

Why work with us in Bengaluru

  • Aerospace bill-of-materials is heavily import-dependent — MOOWR's indefinite deferment fits long aerospace cycles.
  • EV programmes import lithium cells (HSN 8507.60) at 5–15% BCD plus 18% IGST — MOOWR removes the cash drag.
  • Coordination with Whitefield ICD bonding teams and Bengaluru Customs Air Cargo Complex.

Bengaluru FAQs

Can defence-licensed manufacturers operate under MOOWR?+

Yes. MOOWR is independent of industrial licensing. Defence-licensed manufacturers can hold a Section 65 licence for the same premises, subject to standard MOOWR conditions.

Are aerospace MROs covered?+

MOOWR contemplates manufacture and 'other operations'. MRO activities involving imported components and re-export are routinely structured under Section 65 — we advise on scope at the application stage.
