Bond Officer visits site, verifies infrastructure, examines record-keeping protocols, and submits inspection report.

Brownfield route
Existing factory converted to Section 65 bonded warehouse without halting production. Typical 30–45 working days from filing.
Greenfield route
New plant designed bonded-from-day-one — site selection, layout, ERP, and licence dovetailed with construction milestones. 45–75 working days post-occupancy.

FAQs
How long does MOOWR registration take?
From document readiness to licence grant, a typical timeline is 30–45 working days for brownfield conversions and 45–75 days for greenfield units, subject to jurisdictional Customs throughput and the readiness of physical safeguards (CCTV, demarcation, signage).
What is the bond amount required under MOOWR?
A general bond equal to three times the duty involved on the goods proposed to be warehoused at any one time, supported by surety or security as the Bond Officer may require. The bond is continuing — fresh imports do not require fresh bonds.
Who is the licensing authority?
The Principal Commissioner or Commissioner of Customs having jurisdiction over the proposed warehouse premises grants the licence under Section 58 read with Section 65 of the Customs Act, 1962.
Can the same premises hold both MOOWR-bonded and DTA stock?
Yes, provided physically demarcated zones are maintained for bonded inputs/capital goods/finished goods, with separate stock records and clear signage. Most operating units run a hybrid layout.
