Does the Mumbai metro region need its own MOOWR variant?+
No — MOOWR is a single national licence regime. The location of the bonded factory determines the jurisdictional Customs authority but the scheme rules are uniform.
Can you bond a warehouse without a manufacturing line?+
MOOWR specifically requires manufacture or other operations under Section 65. Pure warehousing is covered by separate Customs warehousing provisions (Section 58/59) — we advise on the right route.
